But most responsible tattoo artists all over the world will actually follow these rules. Unless off course the local traditions dictates otherwise (Like for instance the Maoris of New Zealand). You may also note that it it the person who does the tattoo who will be punished. Off course it is not illegal to be tattooed in the head etc. You can not punish one who has been foolish enough to be tattooed in the head abroad. The tattoo is there after all, and it is a bit much to cut off the head!
