The Danish Law on Tattooing
First I have to point out that this a layman's translation of
law that normally is quite tricky. So please do not use it as authority.

Law on Tattooing.
We FREDERIK THE NINTH by the grace of God King
of Denmark, The Venders' and Goths', Duke to Slesvig, Holstein, Stormarn,
Ditmarsken, Lauenborg and Oldenborg hereby makes public:
The Parliament has passed, and We by Our consent confirmed the following law:
| §1. The one
who tattoos a person under 18 years old, will be punished
by a fine or confinement, unless further punishment is due by
other laws. Stk.2 In the same way will the one be punished, who tattoos anyone in the head, on neck or hands. |
§ 2. This law is valid from
June 15. 1966. § 3. The law is not valid on the Faeroe Islands or in Greenland, but may be made valid by Royal decree in these parts of the land with the digressions necessary by special Faeroese or Greenlandic customs. |

You will please note that, as mentioned the above is a layman's translation, and the fact that this is a DANISH law. Thus it is not valid in other countries. But most responsible tattoo artists all over the world will actually follow these rules. Unless off course the local traditions dictates otherwise (Like for instance the Maoris of New Zealand).
You may also note that it it the person who does the tattoo who will be punished. Off course it is not illegal to be tattooed in the head etc. You can not punish one who has been foolish enough to be tattooed in the head abroad. The tattoo is there after all, and it is a bit much to cut off the head!

Lov om Tatovering.
VI FREDERIK DEN NIENDE, af Guds
Nåde Konge til Danmark, de Venders og Goters, Hertug til
Slesvig, Holsten, Stormarn, Ditmarsken, Lauenborg og Oldenborg,
gør vitterligt:
Folketinget har vedtaget og Vi ved Vort samtykke stadfæstet
følgende lov:
| §1. Den,
der tatoverer en person under 18 år, straffes med bøde
eller hæfte, medmindre højere straf er forskyldt efter
den øvrige lovgivning. Stk.2 På samme måde straffes den, der tatoverer en person i hoved, på hals eller på hænder. |
§ 2. Loven
træder i kraft den 15. juni 1966. § 3. Loven gælder ikke for Færøerne og Grønland, men kan ved kgl. anordning sættes i kraft for disse landsdele med de afvigelser, som de særlige færøske og grønlandske forhold tilsiger. |
